    Abstract
    BIOGRAPHICAL NOTE

    Born February 11. 1922, at Twin Falls, Idaho, Mr. Jordan attended Idaho State College and is a graduate of the US Military Academy. A Rhodes Scholar, he holds B.A. and M.A. degrees from Oxford University. In 1960, he recieved his Ph.D. degree in International Relations from Columbia University, where he was awarded the Einstein Prize. Mr. Jordan's career has spanned both educational and governmental fields.
     
    SUMMARY

    He presented a 1960-era rationale for US defense structure, seeming to oppose the currently popular prospect of détente. Bearing the burden of defense of Europe he sees as a necessary "price of greatness abroad." For him "essential equivalence" means not balance but being "second to none." His Omaha Committee audience disagreed with him on these points and the meeting ended abruptly.
