    Abstract
    SUMMARY

    He gave us history reaching back at least 1,700 years for the current Andean Group development; he introduced us to the cultural-political history of much of Latin America for the last 300 years. All his remarks seemed to lead to the goals he postulated for Latin America: (1) the creation of a scientific "park", home grown technology, (2) further sub-regional integration to increase the resources mix available, diversification of foreign policy (cutting the apron strings both to Europe and the United States.
