    Abstract
    INTRODUCTION

    Nebraska has the seventh highest tobacco smoking-related mortality rate in the United States of America. More than one-fifth of deaths in the United States are associated with tobacco product usage. The Family Smoking Prevention and Tobacco Control Act ("Tobacco Control Act"), signed into law in 2009, provides the Food and Drug Administration ("FDA") the authority to regulate tobacco products.
